Build your own workshop safety induction: a guide for FE colleges

Why generic VR safety modules fail in college workshops, what the law actually asks of you, and how to build a task-specific 360° induction for your own rooms.

A safety induction works when it is about the room the learner is standing in. Generic VR safety modules teach a generic workshop, which is why so many of them get watched once and never referenced again. Filming your own bay, your own machines and your own fire route takes a morning, and the HSE’s own guidance points the same way: training should be “proportionate to the risk” and induction should be tailored “to the tasks they are going to do” (HSE).

Key takeaway: Buy a library module and you get someone else’s workshop. Build your own and the learner walks into a space they already recognise, with your guard, your isolation switch and your assembly point. That recognition is the entire value of the exercise.

What the law actually asks for

Three provisions do the work, and it is worth quoting them rather than paraphrasing, because the wording is what makes the case for a task-specific induction.

The Health and Safety at Work etc. Act 1974, section 2(2)(c), places a duty on employers to provide “such information, instruction, training and supervision as is necessary to ensure, so far as is reasonably practicable, the health and safety at work of his employees” (legislation.gov.uk).

The Management of Health and Safety at Work Regulations 1999, regulation 13, requires adequate health and safety training “on their being recruited into the employer’s undertaking”, repeated on exposure to new or increased risks such as new equipment or new systems of work (legislation.gov.uk).

Regulation 19(1) of the same regulations is the one FE leaders should keep to hand. Employers must ensure young persons “are protected at work from any risks to their health or safety which are a consequence of their lack of experience, or absence of awareness of existing or potential risks or the fact that young persons have not yet fully matured” (legislation.gov.uk).

Lack of experience and absence of awareness of existing risks. That is a description of a first-week learner in a workshop they have never been in, and it is not something a stock module about an anonymous factory addresses.

HSE adds the practical test for work experience students: “When you induct students, explain the risks and how they are controlled, checking that they understand what they have been told” (HSE). Checking understanding is an assessment requirement in everything but name, and a signed attendance sheet does not meet it.

The statistic that matters is about inexperience, not age

It is tempting to build the business case on young people getting hurt. The data does not support it cleanly. In 2025/26, HSE recorded 126 worker fatalities in Great Britain, with workers aged 60 and over accounting for around a third of them (40) despite being 12% of the workforce (HSE press release, July 2026).

The defensible figure is HSE’s own statement on being new to a job: “Workers are as likely to have an accident in their first 6 months at work as during the whole of the rest of their working life.” HSE attributes this to unfamiliarity with the job and the work environment, not wanting to raise concerns, and eagerness to impress (HSE). Every learner in a college workshop is inside that first six months, every September.

For construction departments, the sector context is sharp enough on its own. HSE’s 2025 construction statistics put the fatal injury rate at 1.92 per 100,000 workers, around 4.8 times the all-industry rate, with roughly 2.2 million working days lost annually to work-related ill health in the sector (HSE construction statistics).

Where this sits with Ofsted

Be careful here, because it is easy to overclaim. Ofsted does not ask for a VR safety induction and never has. What it does do, under the renewed education inspection framework in use since November 2025, is grade safeguarding separately as met or not met, and evaluate participation and development across FE provision (Ofsted).

The line in the further education and skills toolkit worth reading twice is that learners and apprentices “are kept safe and feel safe, including those who are not on the provider’s site (whether long term, temporarily or for part of the provider day)” (FE and skills inspection toolkit). Off-site is where an induction learners can complete on a phone before they arrive earns its keep. Ofsted refreshed the toolkits and operating guides for inspections from September 2026, though the changes for FE are procedural rather than substantive.

So the honest framing is that a good induction helps you evidence safeguarding and professional behaviours. It is not a box Ofsted asks you to tick.

Shoot after hours with staff or volunteer learners in shot, not during a live session. It removes the consent problem rather than managing it, and gives you repeatable takes. Camera height, stitch lines and consent are the only technical things worth worrying about, and the 360° capture entry covers what a scene needs to be usable.

Then place hotspots where people actually go wrong. Hazard spotting works best as a timed scene with a fixed number of hazards and no list: learners find what they find, and the ones they miss are the debrief. ACT Training in Wales built a salon health and safety scenario this way and reported a 45% improvement in hazard identification accuracy. Merthyr Tydfil College went from concept to a live construction scenario in three weeks.

Interactive beats slick, and the evidence is old and solid

The strongest evidence here is not about VR at all. Burke and colleagues meta-analysed 95 studies covering 20,991 workers and found that engagement, not medium, drove the result: safety knowledge effect sizes ran d=0.55 for the least engaging methods, 0.74 for moderately engaging and 1.46 for the most engaging, with the authors concluding that the most engaging methods were “approximately 3 times more effective than the least engaging methods” (American Journal of Public Health, 2006).

The counterweight belongs in the same paragraph. Robson and colleagues reviewed 22 studies and found strong evidence that training changes worker behaviour, but insufficient evidence that it changes injury and illness rates, concluding that “large impacts of training on health cannot be expected” (Scandinavian Journal of Work, Environment and Health, 2012). Promise your SLT better behaviour and better evidence of understanding. Do not promise them a lower accident rate.

The funding position in 2026

The Local Skills Improvement Fund has ended. Its application guidance was withdrawn on 29 January 2024 and no direct successor has been announced under that name (gov.uk).

Read the exclusions before you plan a bid. The construction capacity fund permits “technical equipment, IT devices and software that are directly related to and required for delivering the construction curriculum” but excludes revenue items including “annual software licences” (P16 and construction skills capacity funding guidance).

That distinction is the real argument for authoring your own content. Headsets and capture kit can be capital. A per-seat annual licence for someone else’s content library usually cannot, and it has to be renewed forever. Scenarios you film and build yourself stay yours.

In Wales, Medr allocated £26m additional capital for 2025-26, split £13m each to FE and HE, with FE use including expanding workshop provision (Medr).

The short answer

Build your own safety induction and you get the room your learners are actually walking into, an assessment that checks understanding rather than attendance, and content you can change the week a machine changes. The law asks for training proportionate to the risk and tailored to the task. A library module is neither, by design.
