Buying a scenario and holding a Node Creator licence are two separate things. You can do the first without the second — the licence only changes what you can do with the scenario afterwards.

Buying with a Node Creator licence
A licence unlocks editing and full deployment: adapt every scene, hotspot and voiceover, and run the scenario across VR, immersive wall, mobile, tablet and desktop.
